Notes and testimony (writen and live) regarding the City of Portland's "Temporary Alternative Shelters Sites" (TASS) program, launched in 2023. Proposing, for this and related programs, a Portland PAD (Portable Affordable Dwelling) model for low-cost, rapid-deployable homes that can be upgraded, expanded, and resited for permanent housing.
